Аннотация

Макалада парламент тарабынан адамдын конституциялык укуктарын жана эркиндиктерин камсыз кылуу маселеси каралат. Адам, анын укуктары жана эркиндиктери дүйнӛнүн дээрлик бардык мамлекеттеринде башкы баалуулук катарында каралып, алардын тутуму жана кепилдиктери конституцияларында бекитилген. Кыргызстан дагы бул маселеде дүйнӛ ӛлкӛлӛрүнӛн артта калбагандыгы белгиленет. Эл тарабынан шайланган жана биринчи кезекте элдин укуктарын жана мыйзамдуу кызыкчылыктарын коргоого багытталган бийлик органы катары Кыргыз Республикасынын Жогорку Кеңешинин адамдын конституциялык укуктарын жана эркиндиктерин камсыз кылуу боюнча ишмердүүлүгү жана андагы бар болгон кӛйгӛйлӛр талдоого алынып, бул ишти жакшыртуу боюнча бир катар сунуштар айтылат
