Макалада экономикалык, экологиялык жана социалдык аспектилерди же "туруктуу мамлекеттик сатып алуулардын" ҿлкҿдҿгү иштешин эске алуу менен мамлекеттик муктаждыктарды сатып алуунун укуктук негиздерине сереп берилет. "Туруктуу мамлекеттик сатып алуулар" - бул жаңы тренд гана эмес, мамлекет ҿтҿ муктаж болгон бышып жетилген зарылчылык. Бул механизмдин жана аны укуктук жҿнгҿ салуунун колдонуудагы мыйзамдарда ҿзүнүн аныктамасы жок, ушуга байланыштуу беренеде аны ишке киргизүү, анын ичинде туруктуу мамлекеттик сатып алуулардын принциптерин пайдалануу, алардын практикалык колдонулушун баалоо, ошондой эле жалпысынан туруктуу мамлекеттик сатып алуулардын концепциясын мыйзамдык жактан камсыз кылуу мүмкүнчүлүктҿрүн изилдҿҿ кҿз карашынан алганда маселелер кҿтҿрүлҿт.
