Аннотация

Для понимания проблемы безопасности автор рассматривает ее в процессе эволюции, обращая внимание на то, как рождалась соответствующая терминология. Современная концепция безопасности недостаточно разработана в контексте международных отношений. Поэтому при обсуждении вопросов безопасности, особенно касающихся новых независимых государств, наблюдается разное понимание используемых терминов. В статье предлагается обсудить и разъяснить термины безопасности
