The purpose of the article is to study the role of clusters in ensuring regional development, in particular, in increasing investment activity through the introduction of new regional mechanisms for regulating these processes. The article defines the importance of innovation and investment components of regional development. Today, ensuring sustainable economic growth and improving the efficiency of the territory is achieved not only with the help of standard methods and tools. One of the most effective forms of economic integration through the creation of a spatial organization of productive forces is the development of cluster structures within one economic zone. It is proposed to consider the possibility of creating a regional cluster of social facilities, such as construction. Their importance for the development of regions in general and related industries in particular is considered. A model for the return of tax revenues to the local budget is proposed for the development of investments in the construction of new housing and the development of appropriate urban infrastructure
