The article analyses the results of sociological research. The study was aimed at identifying and assessing social services that are provided  to the low-income family allowance at the level of local government . A pilot project such as a ―Social contract / plus monetary assets» was introduced as one of the mechanisms for removing recipients from the low-income family allowance category
